Burmese leader visits Chiang Rai
(BangkokPost.com) – Burma’s leader Gen Thein Sein will visit Chiang Rai province on his final day in Thailand.
He is due to inspect the Mae Fah Luang Foundation and its various projects to enourage locals to cultivate agricultural crops instead of opium.
There are reports that the Thai and Burmese governments are embarking on a joint project to develop the Shan state in Burma.

Thailand, Burma sign anti-drug agreement
Thailand and Burma Wednesday signed agreements on natural gas production in the Gulf of Mataban and on joint cooperation in drug suppression along their common border, Prime Minister Samak Sundaravej said.
Both pacts were signed at Government House on the second of a three-day official visit to Thailand by Burmese Prime Minister Gen Thein Sein.
PTT Exploration and Production Public Co., Ltd. (PTTEP), listed on the Stock Exchange of Thailand, earlier located a combined 71.48 million cubic feet per day field of natural gas at two zones located in the Gulf of Mataban, about 300 kilometres south of Burma's former capital of Rangoon.
PTTEP first struck natural gas at M9 Block in early 2007. The company has held a production sharing contract with the Burmese government since 2003 and has a 100 per cent interest in M9 Block.
The two countries, however, failed to agreed on a contract farming agreement as expected. The issue has yet been discussed by the Burmese cabinet, Mr Samak said.
Under the contract farming project, Thailand will use Burma to produce and supply agricultural products to Thailand while this country will transfer technological expertise to Burmese farmers to assist them in earning extra income.
Mr Samak and his Burmese counterpart also discussed cooperation in transportation networks designed to link the two countries with Laos and China upon completion.
The Thai prime minister said he would travel to China and meet President Hu Jintao on May 15 and would discuss on a plan to build a new railway line from Kunming to the Laos capital of Vientiane, and then through to the western Thai province of Kanchanaburi bordering Burma, and ending at the Tavoy seaport.
The two leaders, according to Mr Samak, also discussed problems regarding Burmese people who are staying and working illegally in Thailand.
Thai Foreign Minister Noppadon Pattama has said that there are an estimated 2.2 million Burmese people in Thailand illegally of which two million are workers and the remainder have fled their homeland and are living in this country as refugees or displaced persons.
Mr Noppadon said Thailand would not push back these displaced persons to their country, but will provide assistance on a humanitarian basis.
Touching on Burmese politics, Mr Samak said Gen Thein Sein had told him that a general election would be held in Burma in about two years, as political parties will have to be established first.
Burma is scheduled to hold a national constitutional referendum on May 10.
Gen Thein Sein, who is paying his first official visit to Thailand since taking up his post in October, was granted an audience by His Majesty the King at Chitrlada Palace on Wednesday evening.
On Thursday, he is due to inspect a crop substitution project in Thailand's northernmost province of Chiang Rai before leaving for home. (TNA)

PM, Burma leader agree to contract farm deal
(BangkokPost.com) – Prime Minister Samak Sundaravej and his Burmese counterpart Gen Thein Sein are expected to sign a memorandum of understanding for a contract farming agreement between Thailand and Burma Wednesday.
Gen Thein Sein’s official visit to Thailand comes just a month after premier Samak was in Burma on his first state visit there since becoming prime minister.
Both leaders will discuss energy, labour and transportation issues as well as agree on a joint effort to stamp out the drugs trade.
Gen Thein will leave Thailand tomorrow.

Thai PM jokes that neighbor Myanmar's draft constitution offers a '50 percent democracy'
BANGKOK, Thailand: Thailand's prime minister joked Wednesday that neighboring Myanmar is striving to become a "50 percent democracy" because the ruling junta's draft constitution would keep detained opposition leader Aung San Suu Kyi from elected office.
Myanmar's people will vote in a May 10 referendum on a proposed constitution that critics say is a sham designed to cement military rule.
One clause effectively bars Suu Kyi from power by stating that no one married to a foreigner can hold elected office. Suu Kyi, whose late husband was British, is under house arrest and has been detained for 12 of the past 18 years.
"They will not release her. They're keeping her on the shelf," Thailand's notoriously outspoken Prime Minister Samak Sundaravej joked while speaking to reporters after meeting with Myanmar's Prime Minister Lt. Gen. Thein Sein in Bangkok.
"This is the way of a 50 percent democracy," Samak said.
Thein Sein was in Thailand on a three-day visit and discussed the referendum with Samak.
"Myanmar's prime minister said they are holding the referendum on the constitution because they want the world community to know that Myanmar is a democracy lover," Samak said on behalf of Thein Sein, who declined to speak to reporters.
Myanmar has been under military rule since 1962. The current junta says the constitution will pave the way for elections in 2010.
Myanmar's main opposition party, Suu Kyi's National League of Democracy, has urged voters to reject the draft charter.
Opponents have staged scattered, mostly low-profile protests against the draft charter but harassment of pro-democracy activists and restrictions on freedom of speech have made a mass movement difficult.
According to Samak, Thein Sein said that once the constitution is approved the government will allow political parties to "form and develop. Those parties will run in elections, and after elections the military will pull out of politics."
Despite his joking, Samak reiterated Thailand's "support for the referendum and their efforts toward establishing democratic rule."
Myanmar's leaders "are confident they will be able to create political parties and politicians in two years," Samak said.
Samak's government has publicly voiced support for Myanmar's military-backed draft constitution in spite of criticism from the United Nations and many Western countries.
Samak said that Thailand offered to have its election commissioners help manage the Myanmar referendum, but that Thein Sein did not respond.
The junta has also ignored the U.N.'s offers to send international election observers to oversee the referendum.

Myanmar's junta leader urges workers to vote in favor of the military-backed constitution
YANGON, Myanmar: Myanmar's junta chief urged workers Thursday to approve a draft constitution in an upcoming referendum while the main opposition party implored them to reject the document, which critics call a sham intended to cement military rule.
In his May Day message appearing in the New Light of Myanmar newspaper, Senior Gen. Than Shwe said workers should approve the proposed charter in the May 10 referendum because labor groups participated in drafting it.
The charter "was drawn in accordance with the guidelines laid down by the National Convention which was participated by delegates of workers," Than Shwe was quoted as saying in the state-run newspaper.
A military-managed national convention was held intermittentlyfor 14 years to lay down guidelines for the country's new constitution. The junta's hand-picked delegates included those representing workers.
The new constitution is supposed to be followed in 2010 by a general election. Both votes are elements of a "roadmap to democracy" drawn up by the junta, which has been in power for two decades.
Meanwhile, the country's main opposition party_ the National League for Democracy of detained Nobel Peace Prize laureate Aung San Suu Kyi — urged workers and farmers to vote against the draft.
"The proposed constitution mentions very little about the rights of workers and farmers," the NLD statement said.
The NLD earlier said the draft charter was written unilaterally by those hand-picked by the military government and would not guarantee democratic and human rights.
Dissidents inside the country as well as exile groups have urged voters to reject the constitution, saying it is merely a ploy to perpetuate more than four decades of military rule.
Opponents have staged scattered, mostly low-profile protests against the draft charter but harassment of pro-democracy activists and restrictions on freedom of speech have made a mass movement difficult.
The government has launched an aggressive campaign in state-controlled media with songs, cartoons, articles and slogans urging people to approve the constitution.
The draft constitution guarantees 25 percent of parliamentary seats to the military and allows the president to hand over all power to the military in a state of emergency.
It also bans anyone who has enjoyed the rights and privileges of a foreign citizen from holding public office_ a rule that would keep Suu Kyi out of government because her late husband was British.
Suu Kyi, the leader of the NLD, is under house arrest and has been detained for 12 of the past 18 years.

Sharp-tongued Samak cancels weekly briefings
Prime Minister Samak Sundaravej has cancelled his weekly press briefings after he was accused of using impolite language with reporters. ''I will stop giving interviews every Tuesday and Friday because I was criticised by an influential person for using rude words,'' he said.
He usually sets aside time for media interviews on Tuesdays and Fridays. He is known for his blunt and sometimes abrasive responses.
Mr Samak said someone had ''lashed out at me angrily''.
''He said that he has never met a prime minister who uses such impolite language,'' said Mr Samak. He declined to name his critic, saying only that he was a ''big'' (influential) person.
The critic cited his use of words such as ''heng suay'' (lousy), ''tam hok a-rai'' (what the hell are you doing), and ''kra hien kra hue rue'' (overzealous).
''I will consult the Royal Institute of Thailand, which produces the official Thai dictionary, about how 'kra hien kra hue rue' could be conceived as rude,'' Mr Samak said.
Despite the criticism, he will continue with his television and radio talks on Sundays.

Non-formal workers deserve a helping hand
To mark Labour Day today, the president of the Thai Labour Solidarity Committee Wilaiwan sae Tia talks about efforts to help about 20 million non-formal workers and other labourers.
Tell us what the situation is with non-formal labour.
Most Thai workers are non-formal. They work in the agriculture, service and transport sectors with no access to the government's Social Security Fund. These people, especially taxi drivers, motorcyclists and garbage collectors are most at risk of getting occupational diseases because they work in unsafe environments. They get small incomes, lower than the country's minimum wages. So they have to borrow money from loan sharks and slip into serious debt. Labour activists have discussed this problem over the years and again we want the government to deal with it seriously. .
We have also found that many non-formal workers, who are poorly educated, are afraid of losing their jobs if they call for higher pay and other benefits from those who hire them.
What are the obstacles stopping non-formal workers from accessing the government's social welfare scheme?
I think it's about obsolete laws being enforced in the country. The laws include labour protection and the Social Security Fund. Most non-formal workers are still unable to pay the high monthly fee required for the fund because their monthly income is uncertain. So the government is duty-bound to help amend the laws so that they will be able to be members of the fund. The government and state agencies concerned must be sincere in dealing with this problem.
Moreover, we want the Office of the Social Security Fund to be turned into a public organisation which should have its own executive board and chairman independent of politics and the bureaucracy. The executive board members and chairman must be highly recognised by people in society and must have a better understanding of the labour situation and labour rights. Most importantly, they must be honest and straightforward because they will have to administer the huge fund.
What have you done in the campaign to see non-formal workers included in the Social Security Fund?
Labour leaders have worked closely with government agencies concerned, non-governmental organisations on labour rights and labour law experts from leading universities to disseminate information about the campaign to non-formal workers over the years. Many seem to understand the campaign well and have volunteered to press the government to achieve the goal. We see disseminating information as key to helping our campaign's success in the future.
What do you want the government to do this Labour Day?
We want the government to increase minimum wages for workers because at present it is harder for them to make ends meet due to soaring prices of consumer goods and petrol. We also want it to come up with effective measures to control the prices of staple goods. The government should help low-paid labourers easily access its low-priced food project now under way.

မဇၩိမသတင္းဌာန ျမန္မာ ဝဘ္ဆိုဒ္ စာမ်က္ႏွာေပၚတြင္ မတ္လ ၂၇ ရက္ေန႔မွ စတင္ကာ ယေန႔ ေန႔လယ္ပိုင္းအထိ စစ္တမ္းတရပ္ ေကာက္ယူလာရာ ဆႏၵျပဳသူေပါင္း ၆ဝ၂၈ ဦးအနက္ နအဖ ဥပေဒမူၾကမ္းကို ကန္႔ကြက္သူ ၅ဝ၃၄ ဦး (၈၃ ဒႆမ ၆ ရာခုိင္ႏႈန္း) ရွိျပီး ေထာက္ခံသူ ၅၈၄ ဦး (၉ ဒႆမ ၇ ရာခုိင္ႏႈန္း) သာ ရွိသည္။ သေဘာထားမေပးသူ ၄ဝ၃ ဦး (၆ ဒႆမ ၇ ရာခုိင္ႏႈန္း) ရွိသည္။
ကြန္ျပဴတာ တခုတည္းကိုသာအသုံးျပဳလ်ွင္ ဆႏၵျပသူသည္ တေန႔လွ်င္ တခါသာ ဆႏၵျပဳခြင့္ရွိသည့္ အြန္လို္င္း စစ္တမ္းကို ေျဖဆိုခဲ့သူ အမ်ားစုမွာ ျပည္ပတြင္ ေနထိုင္သူမ်ား ျဖစ္သည္။

သို႔ေသာ္ စစ္တမ္းအရ အေျခခံ မူၾကမ္းႏွင့္ ပတ္သက္၍ ေကာင္းစြာ နားလည္သူ နည္းပါးေနဆဲ ျဖစ္ျပီး ထက္ဝက္ခန္႔က လုံးဝ နားမလည္ပါဟု ဆုိသည္။

ထူးျခားသည္ကေတာ့ အေျခခံဥပေဒ မူၾကမ္းႏွင့္ ပတ္သက္၍ သိလိုသူႏွင့္ စိတ္မဝင္စားသူ အခ်ဳိးအစား တူညီနီးပါး ျဖစ္ေနသည္။
အေျခခံ မူၾကမ္းႏွင့္ ပတ္သက္၍ သိခ်င္သူ ၁၆၈၇ ဦး (၄၁ ဒႆမ ၃ ရာခုိင္ႏႈန္း)၊ စိတ္မဝင္စားသူ ၂၃၉၇ ဦး (၅၈ ဒႆမ ၇ ရာခုိင္ႏႈန္း) ရွိသည္ဟု ဆႏၵသေဘာထား ေပးခဲ့ၾကသည္။
မဇၩိမ ျမန္မာဝဘ္ဆိုဒ္ကို ဖတ္ရႈသူမ်ားအနက္ စကၤာပူ၊ အေမရိကန္၊ ထိုင္း၊ မေလးရွား တို႔က အစဥ္လိုက္ အမ်ားဆံုးျဖစ္ျပီး ျမန္မာႏိုင္ငံမွ တက္ေရာက္ဖတ္ရႈသူ အေရအတြက္က ပဥၥမလိုက္သည္။
အြန္လိုင္းစစ္တမ္းႏွင့္ တယ္လီဖုန္းျဖင့္ ျပဳလုပ္ေသာ ျမန္မာျပည္တြင္းရွိ လူမ်ားထံမွ ဆႏၵေကာက္ယူမႈသည္ ကြာျခားမႈမ်ား ရွိသည္။ အေစာပိုင္းက ေကာက္ခံခဲ့ေသာ တယ္လီဖုန္းမွတဆင့္ ျပည္တြင္း ဆႏၵျပဳသူမ်ားက ေထာက္ခံရမလား၊ ကန္႔ကြက္ရမလား မဆံုးျဖတ္ႏိုင္ေသးဘဲ ရွိေနသည္။
ထို႔အျပင္ မဇၩိမျပည္တြင္း သတင္းေထာက္မ်ားက ျပဳလုပ္ေသာ လူေတြ႔ေမးျမန္းမႈမ်ားကလည္း အမ်ားစုမွာ မဲထည့္ခြင့္ ရွိသူမ်ား မဆံုးျဖတ္ႏိုင္ေသးဘဲ ရွိေနေၾကာင္း ေဖာ္ျပၾကသည္။

အြန္လိုင္းစစ္တမ္းႏွင့္ တယ္လီဖုန္းျဖင့္ ျပဳလုပ္ေသာ ျမန္မာျပည္တြင္းရွိ လူမ်ားထံမွ ဆႏၵေကာက္ယူမႈသည္ ကြာျခားမႈမ်ား ရွိသည္။ အေစာပိုင္းက ေကာက္ခံခဲ့ေသာ တယ္လီဖုန္းမွတဆင့္ ျပည္တြင္း ဆႏၵျပဳသူမ်ားက ေထာက္ခံရမလား၊ ကန္႔ကြက္ရမလား မဆံုးျဖတ္ႏိုင္ေသးဘဲ ရွိေနသည္။
ထို႔အျပင္ မဇၩိမျပည္တြင္း သတင္းေထာက္မ်ားက ျပဳလုပ္ေသာ လူေတြ႔ေမးျမန္းမႈမ်ားကလည္း အမ်ားစုမွာ မဲထည့္ခြင့္ ရွိသူမ်ား မဆံုးျဖတ္ႏိုင္ေသးဘဲ ရွိေနေၾကာင္း ေဖာ္ျပၾကသည္။
ဆႏၵခံယူပြဲလုံၿခံဳေရး အပစ္ရပ္အဖြဲ႕မ်ားကုိ အကူအညီေတာင္း
တိုင္းရင္းသား လက္နက္ကိုင္ အပစ္အခတ္ရပ္စဲေရး အဖြဲ႕တခ်ိဳ႕အား အေျခခံဥပေဒ ဆႏၵခံယူပြဲ လုပ္ငန္းစဥ္တြင္ ပါဝင္ ေစာင့္ၾကပ္ ၾကည့္႐ႈရန္ႏွင့္ လုံၿခံဳေရးတာဝန္ယူရန္ စစ္အစိုးရက ေျပာဆိုတိုက္တြန္းမႈမ်ားျပဳလုပ္ေၾကာင္း သိရွိရသည္။
အဆိုပါ အပစ္ရပ္အဖြဲ႕မ်ားမွာ မြန္ျပည္သစ္ပါတီ (NMSP)၊ တိုးတက္ေသာ ဗုဒၶဘာသာ ကရင္အမ်ိဳးသားတပ္ဖြဲ႕ (DKBA)၊ ကရင္ ၿငိမ္းခ်မ္းေရး တပ္ဦး(KPF)၊ ပအုိး အမ်ိဳးသား အဖြဲ႕(PNO) စသည့္ အဖြဲ႕မ်ားျဖစ္သည္ဟု ယင္းအဖြဲ႕မ်ားႏွင့္ နီးစပ္သူ မ်ားက ေျပာသည္။
လြန္ခဲ့သည့္ အပတ္အတြင္းက ထိုင္း ျမန္မာနယ္စပ္ ဘုရားသုံးဆူတြင္ ျပဳလုပ္ေသာ အစည္းအေဝး၌ စစ္အစိုးရ ဆႏၵခံယူ ပြဲက်င္းပေရးေကာ္မရွင္ တာဝန္ရွိသူမ်ားက အထက္ပါ အစီအစဥ္ကို တိုက္တြန္းေျပာၾကားခဲ့ျခင္း ျဖစ္ ေၾကာင္း သိရသည္။
ယင္း ဆႏၵခံယူပြဲက်င္းပေရးေကာ္မရွင္ တာဝန္ရွိသူမ်ားက အပစ္ရပ္ေဒသမ်ားရွိ ဆႏၵခံယူပြဲလုံၿခံဳေရးကို စိုးရိမ္ ေသာေၾကာင့္ မဲ႐ုံမ်ား၊ မဲပုံးမ်ား၊ ဆႏၵခံယူပြဲက်င္းပေရးေကာ္မရွင္ အဖြဲ႕ဝင္မ်ား၊ ဆႏၵခံယူပြဲ ျပဳလုပ္သည့္ နယ္ေျမ မ်ား ႏွင့္ ဆႏၵခံယူပြဲ လုပ္ငန္းစဥ္မ်ား၏ လုံၿခံဳမႈကို ကူညီ တာဝန္ယူေပးရန္ အပစ္ရပ္တဖြဲ႕ျခင္းသို႔ အေၾကာင္းၾကား ေျပာဆုိျခင္းျဖစ္သည္ဟု ဆိုသည္။
သို႔ေသာ္ အပစ္ရပ္အဖြဲ႕ဝင္အမ်ားစုကမူ ယင္းအစီအစဥ္ကို စိတ္ဝင္စားမႈမရွိၾကေၾကာင္း အပစ္ရပ္အဖြဲ႕မ်ားႏွင့္ နီးစပ္သူ မ်ားက ေျပာသည္။
“ဒါ ျမန္မာစစ္အစိုးရ အလုပ္ပဲ၊ က်ေနာ္တုိ႔ အလုပ္မွ မဟုတ္တာ၊ ဘာျဖစ္လို႔ က်ေနာ္တို႔က တာဝန္ယူရမွာလဲ” ဟု မြန္ျပည္ သစ္ပါတီ တာဝန္ရွိသူ တဦးကေျပာသည္။
ဧရာဝတီ၏ စစ္တမ္းေကာက္ယူခ်က္အရ မြန္ျပည္နယ္အတြင္းရွိ မြန္ျပည္သူ အမ်ားစုမွာ အေျခခံဥပေဒ ဆႏၵခံယူပြဲကို စိတ္ဝင္စားမႈမရွိေၾကာင္းသိရၿပီး မြန္ျပည္နယ္ ေဝဇင္႐ြာ လက္ဖက္ရည္ဆိုင္ ပိုင္ရွင္ တဦး၏ ေျပာဆိုခ်က္အရ ၎ေနထိုင္ရာ အရပ္ရွိ လူအမ်ားစုမွာ မဲသြားမေပးသူမ်ားလိမ့္မည္ျဖစ္ေၾကာင္း သိရသည္။
တခ်ိန္တည္းတြင္ပင္ DKBA တပ္ဖြဲ႕ဝင္မ်ားကိုလည္း ၎တို႔ ထိန္းခ်ဳပ္ရာေဒသရွိ ဆႏၵခံယူပြဲလုံၿခံဳေရးႏွင့္ေဒသခံမ်ား ေထာက္ခံမဲထည့္ေရး စည္း႐ုံးလႈပ္ရွားမႈမ်ား ျပဳလုပ္ရန္ စစ္အစိုးရက တိုက္တြန္းေျပာဆိုေၾကာင္း ထိုင္း ျမန္မာ နယ္စပ္ ျမဝတီၿမိဳ႕မွ DKBA အဖြဲ႕ဝင္တဦးကေျပာသည္။
“က်ေနာ္တို႔ နယ္ေျမမွာလုပ္မယ့္ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္ အားလုံးကို DKBA အဖြဲ႕ဝင္ေတြအေနနဲ႔ ေစာင့္ၾကပ္ ၾကည့္႐ႈေပးဖို႔ ၊ နယ္ခံလူထုေတြ ေထာက္ခံမဲေပးေရးကို စည္း႐ုံးဖို႔ ေျပာတယ္၊ ၿပီးေတာ့ အာဏာပိုင္ေတြက ကန္႔ကြက္မဲေပးရင္ ေနာက္ထပ္ အႏွစ္ ၂၀ ၾကာသြားမယ္ လို႔လည္း ေျပာပါတယ္”ဟု လည္း ၎က ေျပာျပသည္။
အေျခခံဥပေဒ ဆႏၵခံယူပြဲက်င္းပစဥ္ ကရင္ျပည္နယ္ ဘားအံ၊ ေကာ့ကရိတ္၊ ျမဝတီၿမိဳ႕မ်ား ႏွင့္ ေ႐ႊကုကၠိဳလ္႐ြာ စသည့္ ၎တို႔ ထိန္းခ်ဳပ္ရာနယ္ေျမမ်ားကိုေစာင့္ၾကပ္ၾကည့္႐ႈရန္ အာဏာပိုင္မ်ားက DKBA ကို ေျပာဆုိ ညႊန္ၾကားေၾကာင္း သိရသည္။
DKBA က ထိုင္း ျမန္မာနယ္စပ္ တေလ်ွာက္ လုံၿခံဳေရးႏွင့္ လွည့္ကင္းမ်ားျပဳလုပ္ေနၿပီး စည္း႐ုံးလႈပ္ရွားမႈမ်ား ျပဳလုပ္လွ်က္ ရွိသည္ဟုလည္း အထက္ပါ DKBA တပ္ဖြဲ႕ဝင္က ေျပာဆိုသည္။
ထုိ႔ျပင္ အေျခခံဥပေဒ ဆႏၵခံယူပြဲ ႏွင့္ပတ္သက္ၿပီး ဗဟုသုတ နည္းပါးေသာ ႐ြာသားအမ်ားစုက အာဏာပိုင္မ်ား စည္း႐ုံး ညႊန္ၾကားသည့္ ေထာက္ခံမဲကိုသာ ေပးႏိုင္ဖြယ္ရွိေၾကာင္းလည္း ၎က ထည့္သြင္းေျပာၾကားသည္။
အလားတူ စစ္အစိုးရက PNO အပစ္ရပ္အဖြဲ႕ကိုလည္း ၎တို႔ထိန္းခ်ဳပ္ရာနယ္ေျမ ဆႏၵခံယူပြဲႏွင့္ ပတ္သက္ၿပီး ေစာင့္ၾကပ္ ၾကည့္႐ႈရန္ ေျပာဆိုညႊန္ၾကားထားေၾကာင္း သိရသည္။
“က်ေနာ္တို႔ နယ္ေျမမွာ ဆႏၵမဲေပးတာနဲ႔ မဲပုံးေတြကို က်ေနာ္တို႔ အဖြဲ႕ဝင္ေတြက ေစာင့္ၾကပ္ၾကည့္႐ႈၾကဖို႔ အာဏာ ပိုင္ေတြက လြန္ခဲ့တဲ့ ၂ ရက္က ညႊန္ၾကားလာပါတယ္”ဟု PNO အဖြဲ႕ဝင္တဦးက ဧရာဝတီသို႔ ေျပာသည္။
ယင္း PNO အဖြဲ႕သည္ ၁၉၉၁ ခု ဧၿပီလ ၁၁ ရက္ေန႔တြင္ စစ္အစိုးရႏွင့္ ၿငိမ္းခ်မ္းေရးယူ၍ အပစ္အခတ္ရပ္စဲ ခဲ့ျခင္းျဖစ္ၿပီး ၎တို႔ ထိန္းခ်ဳပ္ရာ ရွမ္းျပည္ ေတာင္ပိုင္း ကို အထူးေဒသ (၆) ဟု ေခၚဆိုေၾကာင္း သိရသည္။
တခ်ိန္တည္းတြင္ ဝ တိုင္းရင္းသား အပစ္ရပ္အဖြဲ႕ျဖစ္သည့္ ဝ ျပည္ေသြးစည္းညီညြတ္ေရးအဖြဲ႕(UWSA) က စစ္အစိုးရ၏ အစီအစဥ္ျဖင့္ ပန္ဆန္းၿမိဳ႕အပါအဝင္ ၎တို႔ ထိန္းခ်ဳပ္ရာ နယ္ေျမမ်ားတြင္ ဆႏၵမဲေပးရန္ မဲ႐ုံ မ်ား ေဆာက္လုပ္ေနေၾကာင္း ရွမ္းသံေတာ္ဆင့္ သတင္းစဥ္က ေဖာ္ျပထားသည္။
UWSA တာဝန္ရွိသူမ်ားအေနႏွင့္ ယခု ေျခခံဥပေဒ အတည္ျပဳ ဆႏၵခံယူပြဲကို အမွန္တကယ္ စိတ္ဝင္စားျခင္းမရွိ ဟုလည္း UWSA အဖြဲ႕ႏွင့္ နီးစပ္သူမ်ားက ေျပာဆုိသည္။
တရုတ္ျမန္မာ နယ္စပ္ အေျခစိုက္ ျမန္မာ့အေရးေလ့လာသူ ဦးေအာင္ေက်ာ္ေဇာကလည္း“ဒီ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္ နဲ႔ပတ္သက္ၿပီး ဘယ္အတိုင္းအတာအထိ ပါဝင္ရမလဲဆိုတာ ဝ ေခါင္းေဆာင္ေတြအေနနဲ႔ အခုထိ မဆုံးျဖတ္ရ ေသးပါဘူး၊ စစ္တပ္အစိုးရဘက္ကလည္း ဝ ကို ဖိအားေပးဖို႔ မလြယ္ဘူး၊ သူတို႔ၾကားမွာ မၾကေသးခင္က ျဖစ္ထား တဲ့ တင္းမာမႈ ရွိေနေသးတယ္”ဟု ရွင္းျပသည္။
ထို႔ျပင္ ၎ က တျခားေသာ ကခ်င္တိုင္းရင္းသား အပစ္ရပ္အဖြဲ႔ျဖစ္သည့္ ကခ်င္ျပည္ လြတ္လပ္ေရးအဖြဲ႕(KIO) ကို ယင္းသို႔ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္တြင္ ပါဝင္ပတ္သက္ရန္ စစ္အစိုးရအေနႏွင့္ ဖိအားေပးမည္မဟုတ္ ေၾကာင္း ဆက္လက္ေျပာဆိုသည္။
KIO အဖြဲ႕သည္ တ႐ုတ္ ျမန္မာနယ္စပ္ လိုင္ဇာ အေျခစိုက္ျဖစ္ၿပီး ၁၉၉၄ ခုႏွစ္ ေဖေဖာ္ဝါရီလ က စစ္အစိုးရႏွင့္ အပစ္အခတ္ ရပ္စဲခဲ့သည့္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕ျဖစ္သည္။
ထုိ႔အတူ မုန္းလား(NDAA-ESS) အဖြဲ႕က အေျခခံဥပေဒ ဆႏၵခံယူပြဲကို သပိတ္ေမွာက္မည္ျဖစ္ၿပီး ကိုးကန္႔အဖြဲ႕ဝင္မ်ား အေနႏွင့္ ဆႏၵမဲေပးေရး မေပးေရးကို ယခုအခ်ိန္အထိ မဆုံးျဖတ္ရေသးေၾကာင္း ဦးေအာင္ေက်ာ္ေဇာက ေျပာ သည္။
မတ္လအေစာပိုင္းတြင္ အာဏာပိုင္မ်ားက မွတ္ပုံတင္ မရွိသူမ်ား ဆႏၵမဲေပးရန္အတြက္ ယာယီသက္ေသခံ ကတ္ျပားမ်ား ထုတ္ေပးရာ၌ KIO , UWSA , DKBA ႏွင့္ NMSP အဖြဲ႕မ်ားမွ မိသားစုဝင္မ်ားကိုလည္း ထုတ္ေပး ခဲ့သည္။
တိုင္းရင္းသား ႏိုင္ငံေရးပါတီ ၁၂ ဖြဲ႕ ေခါင္းေဆာင္မ်ားကမူ ျမန္မာျပည္သူမ်ား မဲ႐ုံသို႔ သြား၍ ကန္႔ကြက္မဲေပးၾကရန္ ႏႈိးေဆာ္သည့္ ေၾကညာခ်က္တေစာင္ ထုတ္ျပန္ထားသည္။
ရန္ကုန္ၿမိဳ႕ အေျခစိုက္ ဇုိမီးအအမ်ိဳးသား ကြန္ဂရက္ ဥကၠဌ ဦးက်င္ရွင္းထန္ကလည္း“ျပည္သူအမ်ားစုက ဒီအေျခခံ ဥပေဒကို လက္မခံဘူးဆုိတာ စစ္အစိုးရက သိပါတယ္၊ ဒါေပမယ့္ လက္မခံလို႔ မဲမေပးဘူးဆိုရင္ သူတို႔ အေျခခံ ဥပေဒက အတည္ျဖစ္ ၿပီးေတာ့ သူတို႔ကပဲ အႏိုင္ရသူေတြျဖစ္သြားမွာပါ” ဟု ေျပာဆိုသည္။
“ဒီ အေျခခံ ဥပေဒသာ အတည္ျပဳၿပီးသြားရင္ ျမန္မာျပည္ဟာ အခုထက္ပိုဆုိးဖို႔ပဲရွိပါတယ္၊ ဒါေၾကာင့္ ျမန္မာျပည္သူ အားလုံး ကန္႔ကြက္မဲ ေပးၾကပါလို႔ တိုက္တြန္းခ်င္ပါတယ္”ဟုလည္း ဦးက်င္ရွင္းထန္က ေျပာသည္။
အဆိုပါ အပစ္ရပ္အဖြဲ႕မ်ားမွာ မြန္ျပည္သစ္ပါတီ (NMSP)၊ တိုးတက္ေသာ ဗုဒၶဘာသာ ကရင္အမ်ိဳးသားတပ္ဖြဲ႕ (DKBA)၊ ကရင္ ၿငိမ္းခ်မ္းေရး တပ္ဦး(KPF)၊ ပအုိး အမ်ိဳးသား အဖြဲ႕(PNO) စသည့္ အဖြဲ႕မ်ားျဖစ္သည္ဟု ယင္းအဖြဲ႕မ်ားႏွင့္ နီးစပ္သူ မ်ားက ေျပာသည္။
လြန္ခဲ့သည့္ အပတ္အတြင္းက ထိုင္း ျမန္မာနယ္စပ္ ဘုရားသုံးဆူတြင္ ျပဳလုပ္ေသာ အစည္းအေဝး၌ စစ္အစိုးရ ဆႏၵခံယူ ပြဲက်င္းပေရးေကာ္မရွင္ တာဝန္ရွိသူမ်ားက အထက္ပါ အစီအစဥ္ကို တိုက္တြန္းေျပာၾကားခဲ့ျခင္း ျဖစ္ ေၾကာင္း သိရသည္။
ယင္း ဆႏၵခံယူပြဲက်င္းပေရးေကာ္မရွင္ တာဝန္ရွိသူမ်ားက အပစ္ရပ္ေဒသမ်ားရွိ ဆႏၵခံယူပြဲလုံၿခံဳေရးကို စိုးရိမ္ ေသာေၾကာင့္ မဲ႐ုံမ်ား၊ မဲပုံးမ်ား၊ ဆႏၵခံယူပြဲက်င္းပေရးေကာ္မရွင္ အဖြဲ႕ဝင္မ်ား၊ ဆႏၵခံယူပြဲ ျပဳလုပ္သည့္ နယ္ေျမ မ်ား ႏွင့္ ဆႏၵခံယူပြဲ လုပ္ငန္းစဥ္မ်ား၏ လုံၿခံဳမႈကို ကူညီ တာဝန္ယူေပးရန္ အပစ္ရပ္တဖြဲ႕ျခင္းသို႔ အေၾကာင္းၾကား ေျပာဆုိျခင္းျဖစ္သည္ဟု ဆိုသည္။
သို႔ေသာ္ အပစ္ရပ္အဖြဲ႕ဝင္အမ်ားစုကမူ ယင္းအစီအစဥ္ကို စိတ္ဝင္စားမႈမရွိၾကေၾကာင္း အပစ္ရပ္အဖြဲ႕မ်ားႏွင့္ နီးစပ္သူ မ်ားက ေျပာသည္။
“ဒါ ျမန္မာစစ္အစိုးရ အလုပ္ပဲ၊ က်ေနာ္တုိ႔ အလုပ္မွ မဟုတ္တာ၊ ဘာျဖစ္လို႔ က်ေနာ္တို႔က တာဝန္ယူရမွာလဲ” ဟု မြန္ျပည္ သစ္ပါတီ တာဝန္ရွိသူ တဦးကေျပာသည္။
ဧရာဝတီ၏ စစ္တမ္းေကာက္ယူခ်က္အရ မြန္ျပည္နယ္အတြင္းရွိ မြန္ျပည္သူ အမ်ားစုမွာ အေျခခံဥပေဒ ဆႏၵခံယူပြဲကို စိတ္ဝင္စားမႈမရွိေၾကာင္းသိရၿပီး မြန္ျပည္နယ္ ေဝဇင္႐ြာ လက္ဖက္ရည္ဆိုင္ ပိုင္ရွင္ တဦး၏ ေျပာဆိုခ်က္အရ ၎ေနထိုင္ရာ အရပ္ရွိ လူအမ်ားစုမွာ မဲသြားမေပးသူမ်ားလိမ့္မည္ျဖစ္ေၾကာင္း သိရသည္။
တခ်ိန္တည္းတြင္ပင္ DKBA တပ္ဖြဲ႕ဝင္မ်ားကိုလည္း ၎တို႔ ထိန္းခ်ဳပ္ရာေဒသရွိ ဆႏၵခံယူပြဲလုံၿခံဳေရးႏွင့္ေဒသခံမ်ား ေထာက္ခံမဲထည့္ေရး စည္း႐ုံးလႈပ္ရွားမႈမ်ား ျပဳလုပ္ရန္ စစ္အစိုးရက တိုက္တြန္းေျပာဆိုေၾကာင္း ထိုင္း ျမန္မာ နယ္စပ္ ျမဝတီၿမိဳ႕မွ DKBA အဖြဲ႕ဝင္တဦးကေျပာသည္။
“က်ေနာ္တို႔ နယ္ေျမမွာလုပ္မယ့္ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္ အားလုံးကို DKBA အဖြဲ႕ဝင္ေတြအေနနဲ႔ ေစာင့္ၾကပ္ ၾကည့္႐ႈေပးဖို႔ ၊ နယ္ခံလူထုေတြ ေထာက္ခံမဲေပးေရးကို စည္း႐ုံးဖို႔ ေျပာတယ္၊ ၿပီးေတာ့ အာဏာပိုင္ေတြက ကန္႔ကြက္မဲေပးရင္ ေနာက္ထပ္ အႏွစ္ ၂၀ ၾကာသြားမယ္ လို႔လည္း ေျပာပါတယ္”ဟု လည္း ၎က ေျပာျပသည္။
အေျခခံဥပေဒ ဆႏၵခံယူပြဲက်င္းပစဥ္ ကရင္ျပည္နယ္ ဘားအံ၊ ေကာ့ကရိတ္၊ ျမဝတီၿမိဳ႕မ်ား ႏွင့္ ေ႐ႊကုကၠိဳလ္႐ြာ စသည့္ ၎တို႔ ထိန္းခ်ဳပ္ရာနယ္ေျမမ်ားကိုေစာင့္ၾကပ္ၾကည့္႐ႈရန္ အာဏာပိုင္မ်ားက DKBA ကို ေျပာဆုိ ညႊန္ၾကားေၾကာင္း သိရသည္။
DKBA က ထိုင္း ျမန္မာနယ္စပ္ တေလ်ွာက္ လုံၿခံဳေရးႏွင့္ လွည့္ကင္းမ်ားျပဳလုပ္ေနၿပီး စည္း႐ုံးလႈပ္ရွားမႈမ်ား ျပဳလုပ္လွ်က္ ရွိသည္ဟုလည္း အထက္ပါ DKBA တပ္ဖြဲ႕ဝင္က ေျပာဆိုသည္။
ထုိ႔ျပင္ အေျခခံဥပေဒ ဆႏၵခံယူပြဲ ႏွင့္ပတ္သက္ၿပီး ဗဟုသုတ နည္းပါးေသာ ႐ြာသားအမ်ားစုက အာဏာပိုင္မ်ား စည္း႐ုံး ညႊန္ၾကားသည့္ ေထာက္ခံမဲကိုသာ ေပးႏိုင္ဖြယ္ရွိေၾကာင္းလည္း ၎က ထည့္သြင္းေျပာၾကားသည္။
အလားတူ စစ္အစိုးရက PNO အပစ္ရပ္အဖြဲ႕ကိုလည္း ၎တို႔ထိန္းခ်ဳပ္ရာနယ္ေျမ ဆႏၵခံယူပြဲႏွင့္ ပတ္သက္ၿပီး ေစာင့္ၾကပ္ ၾကည့္႐ႈရန္ ေျပာဆိုညႊန္ၾကားထားေၾကာင္း သိရသည္။
“က်ေနာ္တို႔ နယ္ေျမမွာ ဆႏၵမဲေပးတာနဲ႔ မဲပုံးေတြကို က်ေနာ္တို႔ အဖြဲ႕ဝင္ေတြက ေစာင့္ၾကပ္ၾကည့္႐ႈၾကဖို႔ အာဏာ ပိုင္ေတြက လြန္ခဲ့တဲ့ ၂ ရက္က ညႊန္ၾကားလာပါတယ္”ဟု PNO အဖြဲ႕ဝင္တဦးက ဧရာဝတီသို႔ ေျပာသည္။
ယင္း PNO အဖြဲ႕သည္ ၁၉၉၁ ခု ဧၿပီလ ၁၁ ရက္ေန႔တြင္ စစ္အစိုးရႏွင့္ ၿငိမ္းခ်မ္းေရးယူ၍ အပစ္အခတ္ရပ္စဲ ခဲ့ျခင္းျဖစ္ၿပီး ၎တို႔ ထိန္းခ်ဳပ္ရာ ရွမ္းျပည္ ေတာင္ပိုင္း ကို အထူးေဒသ (၆) ဟု ေခၚဆိုေၾကာင္း သိရသည္။
တခ်ိန္တည္းတြင္ ဝ တိုင္းရင္းသား အပစ္ရပ္အဖြဲ႕ျဖစ္သည့္ ဝ ျပည္ေသြးစည္းညီညြတ္ေရးအဖြဲ႕(UWSA) က စစ္အစိုးရ၏ အစီအစဥ္ျဖင့္ ပန္ဆန္းၿမိဳ႕အပါအဝင္ ၎တို႔ ထိန္းခ်ဳပ္ရာ နယ္ေျမမ်ားတြင္ ဆႏၵမဲေပးရန္ မဲ႐ုံ မ်ား ေဆာက္လုပ္ေနေၾကာင္း ရွမ္းသံေတာ္ဆင့္ သတင္းစဥ္က ေဖာ္ျပထားသည္။
UWSA တာဝန္ရွိသူမ်ားအေနႏွင့္ ယခု ေျခခံဥပေဒ အတည္ျပဳ ဆႏၵခံယူပြဲကို အမွန္တကယ္ စိတ္ဝင္စားျခင္းမရွိ ဟုလည္း UWSA အဖြဲ႕ႏွင့္ နီးစပ္သူမ်ားက ေျပာဆုိသည္။
တရုတ္ျမန္မာ နယ္စပ္ အေျခစိုက္ ျမန္မာ့အေရးေလ့လာသူ ဦးေအာင္ေက်ာ္ေဇာကလည္း“ဒီ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္ နဲ႔ပတ္သက္ၿပီး ဘယ္အတိုင္းအတာအထိ ပါဝင္ရမလဲဆိုတာ ဝ ေခါင္းေဆာင္ေတြအေနနဲ႔ အခုထိ မဆုံးျဖတ္ရ ေသးပါဘူး၊ စစ္တပ္အစိုးရဘက္ကလည္း ဝ ကို ဖိအားေပးဖို႔ မလြယ္ဘူး၊ သူတို႔ၾကားမွာ မၾကေသးခင္က ျဖစ္ထား တဲ့ တင္းမာမႈ ရွိေနေသးတယ္”ဟု ရွင္းျပသည္။
ထို႔ျပင္ ၎ က တျခားေသာ ကခ်င္တိုင္းရင္းသား အပစ္ရပ္အဖြဲ႔ျဖစ္သည့္ ကခ်င္ျပည္ လြတ္လပ္ေရးအဖြဲ႕(KIO) ကို ယင္းသို႔ ဆႏၵခံယူပြဲလုပ္ငန္းစဥ္တြင္ ပါဝင္ပတ္သက္ရန္ စစ္အစိုးရအေနႏွင့္ ဖိအားေပးမည္မဟုတ္ ေၾကာင္း ဆက္လက္ေျပာဆိုသည္။
KIO အဖြဲ႕သည္ တ႐ုတ္ ျမန္မာနယ္စပ္ လိုင္ဇာ အေျခစိုက္ျဖစ္ၿပီး ၁၉၉၄ ခုႏွစ္ ေဖေဖာ္ဝါရီလ က စစ္အစိုးရႏွင့္ အပစ္အခတ္ ရပ္စဲခဲ့သည့္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕ျဖစ္သည္။
ထုိ႔အတူ မုန္းလား(NDAA-ESS) အဖြဲ႕က အေျခခံဥပေဒ ဆႏၵခံယူပြဲကို သပိတ္ေမွာက္မည္ျဖစ္ၿပီး ကိုးကန္႔အဖြဲ႕ဝင္မ်ား အေနႏွင့္ ဆႏၵမဲေပးေရး မေပးေရးကို ယခုအခ်ိန္အထိ မဆုံးျဖတ္ရေသးေၾကာင္း ဦးေအာင္ေက်ာ္ေဇာက ေျပာ သည္။
မတ္လအေစာပိုင္းတြင္ အာဏာပိုင္မ်ားက မွတ္ပုံတင္ မရွိသူမ်ား ဆႏၵမဲေပးရန္အတြက္ ယာယီသက္ေသခံ ကတ္ျပားမ်ား ထုတ္ေပးရာ၌ KIO , UWSA , DKBA ႏွင့္ NMSP အဖြဲ႕မ်ားမွ မိသားစုဝင္မ်ားကိုလည္း ထုတ္ေပး ခဲ့သည္။
တိုင္းရင္းသား ႏိုင္ငံေရးပါတီ ၁၂ ဖြဲ႕ ေခါင္းေဆာင္မ်ားကမူ ျမန္မာျပည္သူမ်ား မဲ႐ုံသို႔ သြား၍ ကန္႔ကြက္မဲေပးၾကရန္ ႏႈိးေဆာ္သည့္ ေၾကညာခ်က္တေစာင္ ထုတ္ျပန္ထားသည္။
ရန္ကုန္ၿမိဳ႕ အေျခစိုက္ ဇုိမီးအအမ်ိဳးသား ကြန္ဂရက္ ဥကၠဌ ဦးက်င္ရွင္းထန္ကလည္း“ျပည္သူအမ်ားစုက ဒီအေျခခံ ဥပေဒကို လက္မခံဘူးဆုိတာ စစ္အစိုးရက သိပါတယ္၊ ဒါေပမယ့္ လက္မခံလို႔ မဲမေပးဘူးဆိုရင္ သူတို႔ အေျခခံ ဥပေဒက အတည္ျဖစ္ ၿပီးေတာ့ သူတို႔ကပဲ အႏိုင္ရသူေတြျဖစ္သြားမွာပါ” ဟု ေျပာဆိုသည္။
“ဒီ အေျခခံ ဥပေဒသာ အတည္ျပဳၿပီးသြားရင္ ျမန္မာျပည္ဟာ အခုထက္ပိုဆုိးဖို႔ပဲရွိပါတယ္၊ ဒါေၾကာင့္ ျမန္မာျပည္သူ အားလုံး ကန္႔ကြက္မဲ ေပးၾကပါလို႔ တိုက္တြန္းခ်င္ပါတယ္”ဟုလည္း ဦးက်င္ရွင္းထန္က ေျပာသည္။

၀င္ေရာက္ယွဥ္ၿပိဳင္မည္ ျဖစ္သည္ဟု ထုိင္း၀န္ႀကီး ခ်ဳပ္စမတ္က သတင္းေထာက္မ်ားကို ေျပာသည္။

ေျပာၾကားရန္ ျငင္းဆန္ခဲ့ေသာ္လည္း ၂၀၁၀ ျပည့္ ႏွစ္ ျမန္မာစစ္အစိုးရ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရး ပါတီႀကီး (၃) ခုသာ ၀င္ေရာက္ ယွဥ္ၿပိဳင္မည္
ျဖစ္သည္ဟု ထုိင္း၀န္ႀကီးခ်ဳပ္ စမတ္က ယခုကဲ့သို႔ ေျပာၾကားျခင္းျဖစ္သည္။
၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ယွဥ္ၿပိဳင္ခြင့္ရမည့္ ႏုိင္ငံေရးပါတီႀကီး (၃) ခုမွာ မည္သည့္ ပါတီမ်ားျဖစ္သည္၊ အန္အယ္လ္ဒီပါတီ ယွဥ္ၿပိဳင္ခြင့္ ရွိမရွိ ဆုိသည္ကုိမူ ထုိင္း၀န္ႀကီးခ်ဳပ္က ရွင္းရွင္းလင္းလင္း ေျပာၾကားခဲ့ျခင္း မရွိေပ။
သို႔ေသာ္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရးပါတီႀကီး သုံးေလးခုသာ ယွဥ္ၿပိဳင္ခြင့္ ရမည္ ျဖစ္ၿပီး ၉၀ ေရြးေကာက္ပြဲမွာကဲ့သို႔ ပါတီမ်ား အမ်ားအျပား ၀င္ေရာက္ယွဥ္ၿပိဳင္ခြင့္ ရွိမည္မဟုတ္ဟု အေစာပုိင္းတြင္ တစညပါတီ ေျပာခြင့္ရ ပုဂၢိဳလ္ ဦးခင္ေမာင္ႀကီးက ေျပာခဲ့သည္။
မၾကာခင္က ရန္ကုန္ တစညပါတီ သတင္းစာရွင္းလင္းပြဲတြင္ ႀက့ံဖြံ႕ကုိ ႏုိင္ငံေရးပါတီ အသြင္ေျပာင္း မည္ဟု ဦးခင္ေမာင္ႀကီး ေျပာခဲ့သည့္အတြက္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ တစညပါတီႏွင့္ ႀကံ့ဖြ႔ံတို႔ ပါ၀င္ႏုိင္မည္ဟု ယူဆစရာရွိေၾကာင္း ရန္ကုန္ ႏုိင္ငံေရး အသုိင္းအ၀ုိင္းက ေျပာသည္။
၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ အန္အယ္လ္ဒီ ပါ၀င္ယွဥ္ၿပိဳင္ရန္ အလားအလာႏွင့္ ပတ္သက္၍ အန္အယ္လ္ဒီ ေျပာခြင့္ရပုဂၢိဳလ္ ဦးဥာဏ္၀င္းက ယခုကဲ့သို႔ ေျပာသည္။
၎က “က်ေနာ္တို႔ အခု ထိုင္း၀န္ႀကီးခ်ဳပ္ ေျပာတဲ့စကားကို အမွန္အတိုင္းေျပာမယ္၊ နားကို မလည္ ဘူး။ ဘာလို႔ နားမလည္သလဲဆိုေတာ့ ဖြဲ႔စည္းပုံအေျခခံဥပေဒလည္း အတည္မျဖစ္ေသးဘူူး။ အတည္ျဖစ္မွသာ ဒီေရြးေကာက္ပြဲကို သြားမွာ။ အခုလို ႀကိဳၿပီးေတာ့ ေျပာတဲ့အဓိပၸာယ္လည္း နားမလည္ဘူူး။ ႏိုင္ငံေရး ပါတီ (၃) ခု ဆိုတာနဲ႔ ပတ္သက္ၿပီးေတာ့လည္း အခုလို မပြင့္မလင္း ေျပာေနတာနဲ႔ က်ေနာ္တို႔က ဒီအေပၚမွာ မွတ္ခ်က္ေပးလို႔ မရပါဘူး။ အဲဒီလုိ ျဖစ္ခဲ့ရင္လည္း အဲဒီအခ်ိန္ၾကမွ ေျပာပါရေစခင္ဗ်ာ၊ မေရမရာ ေျပာေနတဲ့အေပၚမွာ က်ေနာ္တို႔ တစုံတရာ ေျပာရင္ ေနာက္တေန႔က်ေတာ့ အဲဒီ မေရမရာဟာ ေနာက္တမ်ဳိးျဖစ္သြားရင္ က်ေနာ္တို႔ မေကာင္းဘူး ေပါ့ဗ်ာ” ဟု ေျပာသည္။
၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရးပါတီႀကီး (၃) ခုသာ ယွဥ္ၿပိဳင္ခြင့္ ေပးမည္ဆုိသည့္ ထုိင္း၀န္ႀကီးခ်ဳပ္ စမတ္၏ ေျပာဆုိခ်က္ႏွင့္ ပတ္သက္၍ ေခတ္ၿပိဳင္က ေမးျမန္းရာတြင္ စည္းလုံး ညီၫြတ္ေသာ တိုင္းရင္းသားမ်ား မဟာမိတ္အဖြဲ႕ (UNA ) က ယခုကဲ့သို႔ ေျပာသည္။

၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ယွဥ္ၿပိဳင္ခြင့္ရမည့္ ႏုိင္ငံေရးပါတီႀကီး (၃) ခုမွာ မည္သည့္ ပါတီမ်ားျဖစ္သည္၊ အန္အယ္လ္ဒီပါတီ ယွဥ္ၿပိဳင္ခြင့္ ရွိမရွိ ဆုိသည္ကုိမူ ထုိင္း၀န္ႀကီးခ်ဳပ္က ရွင္းရွင္းလင္းလင္း ေျပာၾကားခဲ့ျခင္း မရွိေပ။
သို႔ေသာ္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ ႏုိင္ငံေရးပါတီႀကီး သုံးေလးခုသာ ယွဥ္ၿပိဳင္ခြင့္ ရမည္ ျဖစ္ၿပီး ၉၀ ေရြးေကာက္ပြဲမွာကဲ့သို႔ ပါတီမ်ား အမ်ားအျပား ၀င္ေရာက္ယွဥ္ၿပိဳင္ခြင့္ ရွိမည္မဟုတ္ဟု အေစာပုိင္းတြင္ တစညပါတီ ေျပာခြင့္ရ ပုဂၢိဳလ္ ဦးခင္ေမာင္ႀကီးက ေျပာခဲ့သည္။
မၾကာခင္က ရန္ကုန္ တစညပါတီ သတင္းစာရွင္းလင္းပြဲတြင္ ႀက့ံဖြံ႕ကုိ ႏုိင္ငံေရးပါတီ အသြင္ေျပာင္း မည္ဟု ဦးခင္ေမာင္ႀကီး ေျပာခဲ့သည့္အတြက္ ၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ တစညပါတီႏွင့္ ႀကံ့ဖြ႔ံတို႔ ပါ၀င္ႏုိင္မည္ဟု ယူဆစရာရွိေၾကာင္း ရန္ကုန္ ႏုိင္ငံေရး အသုိင္းအ၀ုိင္းက ေျပာသည္။
၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲတြင္ အန္အယ္လ္ဒီ ပါ၀င္ယွဥ္ၿပိဳင္ရန္ အလားအလာႏွင့္ ပတ္သက္၍ အန္အယ္လ္ဒီ ေျပာခြင့္ရပုဂၢိဳလ္ ဦးဥာဏ္၀င္းက ယခုကဲ့သို႔ ေျပာသည္။
၎က “က်ေနာ္တို႔ အခု ထိုင္း၀န္ႀကီးခ်ဳပ္ ေျပာတဲ့စကားကို အမွန္အတိုင္းေျပာမယ္၊ နားကို မလည္ ဘူး။ ဘာလို႔ နားမလည္သလဲဆိုေတာ့ ဖြဲ႔စည္းပုံအေျခခံဥပေဒလည္း အတည္မျဖစ္ေသးဘူူး။ အတည္ျဖစ္မွသာ ဒီေရြးေကာက္ပြဲကို သြားမွာ။ အခုလို ႀကိဳၿပီးေတာ့ ေျပာတဲ့အဓိပၸာယ္လည္း နားမလည္ဘူူး။ ႏိုင္ငံေရး ပါတီ (၃) ခု ဆိုတာနဲ႔ ပတ္သက္ၿပီးေတာ့လည္း အခုလို မပြင့္မလင္း ေျပာေနတာနဲ႔ က်ေနာ္တို႔က ဒီအေပၚမွာ မွတ္ခ်က္ေပးလို႔ မရပါဘူး။ အဲဒီလုိ ျဖစ္ခဲ့ရင္လည္း အဲဒီအခ်ိန္ၾကမွ ေျပာပါရေစခင္ဗ်ာ၊ မေရမရာ ေျပာေနတဲ့အေပၚမွာ က်ေနာ္တို႔ တစုံတရာ ေျပာရင္ ေနာက္တေန႔က်ေတာ့ အဲဒီ မေရမရာဟာ ေနာက္တမ်ဳိးျဖစ္သြားရင္ က်ေနာ္တို႔ မေကာင္းဘူး ေပါ့ဗ်ာ” ဟု ေျပာသည္။

Myanmar PM Arrives In Thailand For Official Visit
BANGKOK (AFP)--Myanmar Prime Minister General Thein Sein arrived in Bangkok Tuesday on his first official visit to Thailand since he assumed the post in October, an air force officer said.
Thai Prime Minister Samak Sundaravej will host a private dinner Tuesday evening at his residence for Thein Sein and his entourage of seven ministers.
"First he was scheduled to dine at his hotel so I invited him to have dinnerat my house and he agreed," Samak told reporters ahead of the general's arrival
at a military airport.
Samak said he would discuss rail links and a deep seaport in southern Myanmar during a bilateral meeting Wednesday.
The Thai prime minister declined to comment on Myanmar's upcoming referendumon a military-backed constitution but predicted there would be three politicalparties contesting elections in the next two years.
"I don't think I can comment otherwise I will be accused of being Myanmar's
mouthpiece, but as far as I know, after the referendum is complete on May 10 and elections are held in the next two years there will be three parties to contest them," he said.
"Myanmar's democracy is similar to Thai democracy in the past 30 years which began with a half-democratic constitution," he added.
Samak said Myanmar had turned down an offer of assistance from Thailand, whichheld its own referendum last August on a new constitution while the country wasstill under military rule following a September 2006 coup against prime ministerThaksin Shinawatra.
"Initially Thailand offered assistance but Myanmar said they are ready to
conduct the referendum on their own," he said.
Thailand, which is one of the biggest investors and trading partners inMyanmar, opposes the sanctions favoured by Western countries and says puttingpressure on the junta to change is counterproductive.

လိႈင္သာယာျမိဳ႕နယ္ ရန္ကုန္-ေညာင္တုန္း လမ္းမၾကီးႏွင့္ က်န္စစ္သားလမ္းေထာင့္တြင္ စိုက္ထူထားေသာ “မင္းမဲ့စရိုက္ျဖင့္ ဒီမိုကေရစီမရႏိုင္၊ ဆူပူမႈျဖင့္ ဒီမိုကေရစီ မရႏိုင္၊ အေျခခံဥပေဒျဖင့္သာ ဒီမိုကေရစီရႏိုင္သည္” ဟူေသာ ေျမစိုက္ပိုစတာေပၚ တြင္ မႈတ္ေဆးျဖင့္ ၾကက္ေျခခတ္ထားသည္ကို ျမင္ေတြ႕ခဲ့ရသည္ဟု လိႈင္သာယာ ျမိဳ႕နယ္ စက္မႈဇုန္မွ စက္ရံု၀န္ထမ္း တဦးက ေျပာျပသည္။
အဆိုပါ ၾကက္ေျခခတ္ခံရေသာ ေျမစိုက္ပိုစတာမွာ ဧျပီလ ၂၆ ရက္ေန႔က အခမ္းအနားျဖင့္ စိုက္ထူခဲ့ေသာ ေျမစိုက္ပိုစတာ ျဖစ္ျပီး စိုက္ျပီး၍ မၾကာခင္မွာပင္ ယခုကဲ့သို႔ ၾကက္ေျခခတ္ ခံရျခင္းျဖစ္ေၾကာင္း လိႈင္သာယာ စက္မႈဇုန္ ဝန္ထမ္းက ေျပာသည္။
ထို႔ျပင္ ေရႊျပည္သာျမိဳ႕နယ္ အမွတ္ ၄ လမ္းမၾကီးႏွင့္ ဗိုလ္ခ်ဳပ္လမ္းေထာင့္တြင္ စိုက္ထူထားေသာ “ဒို႔အနာဂတ္ ဒို႔ဖန္တီးဖို႔၊ အေျခခံ ဥပေဒအတည္ျပဳစို႔” ဟူေသာ ေျမစိုက္ ပိုစတာကိုလည္း ယခု ရက္ပိုင္းအတြင္းမွာပင္ ဖ်က္ဆီး ခံရေၾကာင္း သိရသည္။
ယခုအခါ ရန္ကုန္တိုင္းအတြင္းရွိ ျမိဳ႕နယ္တခ်ိဳ႕တြင္ စိုက္ထူထားေသာ ေျမစိုက္ပိုစတာမ်ား အနီး၀န္းက်င္တြင္ အေစာင့္မ်ား ခ်ထားျပီး သက္ဆိုင္ရာ ျမိဳ႕နယ္မ်ားမွ တာ၀န္က်ရဲမ်ားကလည္း ဆိုင္ကယ္မ်ားျဖင့္ လွည့္ပတ္ စစ္ေဆးျခင္းမ်ား ျပဳလုပ္လ်ွက္ ရွိသည္ကို ျမင္ေတြ႕ရေၾကာင္း ရန္ကုန္ျမိဳ႕ခံမ်ားက ေျပာသည္။
“က်ေနာ္တို႔ ျမိဳ႕နယ္ထဲမွာ သြားလာေနထိုင္တဲ့သူက ၂ သိန္းနဲ႔ ၃ သိန္းအထက္မွာ ရွိတယ္၊ ျမိဳ႕နယ္ စခန္းမွာ တာ၀န္က်ရဲက က်ေနာ္အပါ၀င္ စုစုေပါင္း တရာေက်ာ္ပဲရွိတယ္ဆိုေတာ့ ရဲတေယာက္အေနနဲ႔ ေန႔စဥ္ လူေပါင္း ေျမာက္ျမားစြာကို ေစာင့္ၾကည့္ ေနရပါတယ္” ဟု ရန္ကုန္ရွိ ျမိဳ႕နယ္ စခန္းမွဴးတဦးက ဆိုသည္။
ရန္ကုန္ျမိဳ႕တြင္ ဗံုးေပါက္ကြဲမႈ ျဖစ္ပြားျပီးေနာက္ ယေန႔ထိပင္ ယူနီေဖာင္း အျပည့္အစံု၀တ္ လံုထိန္းမ်ားႏွင့္ စစ္သားမ်ားမွာ စစ္ကား ၄ စီးျဖင့္ ျမိဳ႕ကို ပတ္လ်ွက္ရွိေၾကာင္း ရန္ကုန္ျမိဳ႕တြင္ ေနထိုင္သူမ်ားက ေျပာျပသည္။
“မီးပိြဳင့္လမ္းဆံုေတြမွာရွိတဲ့ ေျမစိုက္ပိုစတာေတြကိုေတာ့ ယာဥ္ထိန္းရဲေတြကို ေစာင့္ၾကည့္ဖို႔ တာ၀န္ေပးထားတယ္လို႔ ၾကားတယ္၊ အရပ္၀တ္ရဲေတြအျပင္၊ စစ္ယူနီေဖာင္း၀တ္ စစ္ဗိုလ္ေတြလည္း ဟမ္းဖုန္းေတြနဲ႔ ဆိုင္ကယ္စီးျပီး လွည့္ပတ္ၾကည့္ ေနၾကတာပဲ” ဟု ရန္ကုန္ ရန္ကင္းျမိဳ႕နယ္တြင္ ေနထိုင္သူ တဦးကလည္း ေျပာသည္။

ယခုရက္ပိုင္းအတြင္း အဆိုပါေျမစိုက္ပိုစတာမ်ားကို ရန္ကုန္တုိင္းတြင္သာမက တျခားတိုင္းႏွင့္ျပည္နယ္ အသီးသီးတြင္ ရွိေသာ ျမိဳ႕နယ္မ်ားႏွင့္ ေက်းရြာမ်ားပါမက်န္ လူစည္ကားရာ ေနရာမ်ားတြင္ အခမ္းအနားျဖင့္ စိုက္ထူလ်ွက္ရွိေၾကာင္း သိရွိရသည္။
ရန္ကုန္တုိင္းအတြင္း ျမိဳ႕နယ္မ်ားရွိ လူစည္ကားရာ လမ္းဆံုလမ္းေထာင့္မ်ားႏွင့္ မီးပိြဳင့္မ်ားတြင္ စိုက္ထူထားေသာ ဖြဲ႕စည္းပံု အေျခခံဥပေဒမူၾကမ္း အတည္ျပဳေရး ေျမစိုက္ပိုစတာတခ်ိဳ႕အား မႈတ္ေဆးမ်ားျဖင့္ ၾကက္ေျခခတ္ သေကၤတမ်ား ျပဳလုပ္ ေသာေၾကာင့္ အဆိုပါ ဆိုင္းဘုတ္မ်ားအနီး ၀န္းက်င္တြင္ လုံၿခဳံေရး အေစာင့္မ်ားခ်ထားျပီး ေစာင့္ၾကည့္လ်ွက္ရွိေၾကာင္း သိရွိရသည္။
